Equal treatment under the law provided by the 14 th amendment Whom did the 14 th amendment apply to? – the people After the civil war which geographical region did the Republicans and Democrats gain support from? – democrats: south; republicans: north What the difference between the 1 st civil rights act in 1866 and the 2 nd civil rights act in 1875? – 1 st : minorities have equal power under law, national gov’t can enforce. 2 nd : minorities can tend public places of amusement.
