I think public administration can be partly separate from politics.First of all, the foundation of public administration and politics should beseparate. As Woodrow Wilson’s opinion, administration dichotomy is thecenter of the government, and it should aim to avoid detours of thegovernment. That makes the government concentrate on dealing withofficial business instead of other trivial affairs. Politics is a kind ofnational activity which is about ‘serious and universal items’, on theother hand, administration is a kind of national activity about trivial andindividual items. Thus, politics is a special range of activity for politicians,but administration is for technical staffs. In this case, since thefoundation between administration and politics is different, in order toincrease the working efficiency of the government and enhance the civilgovernment and publicness, it is necessary to separate politics fromadministration. Moreover, politics should not control administration
