POSC 6593 Ch. 5 Individual Assignments Wk. 3 9. The reform of civil service will be an important topic of discussion and debate for the next several decades. What are the implications of the civil service reform initiative in Georgia? Do you think that the movement to replace independent civil service commissions with executive branch personnel agencies is a good one? Do you think that job property rights should be abolished in all public sector systems? Will the widespread use of at-will systems lead to patronage problems again, as it did in the 19 th century? After researching this topic further, as the book did not elaborate on this subject, some of the implications of Civil Service Reform Initiative in Georgia are: Made new hires at-will employees, made hiring more flexible, took seniority rights away, and replaced annual pay increases with performance pay system. (Kerrigan, 2012). I believe executive branch personnel agencies add another layer of protections to public employees. I do not believe job property rights should be abolished in the public sector at lower level position. This could lead to cronyism and other business malpractices. However, within the
