United Nations Secretary General, Kofi Annan (head of UN peacekeeping in 1994) and the UN Security Council failed to reinforce the small UN peacekeeping force in the country. It was not until after the Genocide had ended, that the UN took a stance in aiding Rwanda. It is the United Nations’ duty, as an international organization, to intervene in situations that are in violation of human rights.
