1 ACF2400 Assignment Purchasing Hospital Supplies Trimester A 2017 Business Control System Design Overview Many hospitals in Africa (particularly Sub-Saharan Africa) face the almost impossible task of providing care to seriously ill patients while managing drug shortages, being provided with poor quality drugs, and a lack of funding. The combination of these problems additionally means that many people who work in this field have little exposure to best practice processes. The Sisters of Charity of St Capitanio and Gerosa run a small hospital in Chriundu, Zambia that has experienced many of these problems, but because the hospital is small, the nuns who handle the administration can detect and solve most problems quickly. The religious order has been asked to take over the running of a much larger hospital in Lusaka, the Capital city, due to problems with the current administration, including outdated processes in most accounting cycles. The nuns are aware that in a large facility, the control system will need to be formalised and so are requesting help to ensure that the hospital can be managed to a high standard. Because purchasing processes are a standard part of an accounting information system, The Sisters of Charity have approached your team to advise on how to ensure that supplies are available when needed, that the price paid is reasonable, and that drugs, particularly painkillers (which are attractive to thieves), are kept safe on the way to the hospital and during the receiving process (the design of storage facilities and release protocols is beyond the scope of your contract). 2 Friday, 24 March 2017 Dear Team Monash, Thank you for agreeing to recommend a design for the purchasing and goods receipt process. The hospital you will be designing for is located in Lusaka, the capital and largest city of Zambia. We request that your final document be prepared in English, which is the official language of the city. Being a large city, Lusaka has good access to water, electricity, telecommunications, and transportation infrastructure. A major problem faced by hospitals in our region is that inefficient planning and distribution processes promote theft and often lead to shortages of supplies, particularly for highly desirable drugs, such as pain killers. We have to be constantly on the lookout for counterfeit drugs, which often appear real but generally do not work. Finally, our region is experiencing a shortage of people who have expertise in the purchasing and goods receipt process.
