Notes 2/209 Federalism o Compact or union of states under a central government distinct from the individual governments of the separate states. o The early American government acted under the principle of federalism. o Understanding that states played a vital role in governance. Challenge was hot to balance role of state and federal government. These will appear on exam (definitions of federalism) Pennsylvania Consitution o Most “liberal” of the state constitutions o What is nineteenth century liberalism –“representational forms of government rather than aristocracies of monarchies; favorable to the concepts of maximum individual freedom” o (type of government style, different meaning that what liberal means today) Pennsylvania constitution o Reflects the influence of the Quakers who settled in the state. o Basis for the Bill of Rights- guarantees of individual liverty without government encroachment. o Model of how states could create their own vision of government. Virginia and Kentucky resolutions o Written, respectively, by James Madison, and Tomas Jefferson o Inspired by the Alien and Sedition Acts. Laws advocated by the
