Unformatted text preview: ENS/lFE creative thinking. custom solutions. 9 August 28, 2017 Ms. Elise Schoonmaker, Environmental Manager Hubbell Power Systems, Inc. 210 North Allen Street Centralia, Missouri 65240 Re: Proposal/Contract to Prepare Air Construction Permit Application for Wilson Street Dear Elise: In response to your recent request, EnSafe is pleased to submit this proposal to provide air permitting assistance for your Wilson Street location. SCOPE OF SERVICES It is our understanding that Hubbell is proposing to install two pipe cutters, eight welders, and a tumblast unit with a dust collector at Wilson Street. Some of the equipment will be moved from existing operations at East Street while some of the equipment will be purchased new. The building at Wilson Street is currently used for storage; there are no active industrial processes and no active air permits. We further understand that you would like EnSafe’s assistance with reviewing information related to the new processes and evaluating the need for an air construction permit application. Should an application be required, you would like EnSafe to prepare the application for submittal to the Missouri Department of Natural Resources (MDNR). To that end, EnSafe proposes to: - Review equipment specifications and safety data sheets to develop a summary of estimated potential emissions from the proposed new operations. 0 Prepare an air permit applicability review summary based on the potential emissions estimate. 0 Prepare application forms or documents for submittal to MDNR, if necessary. PERFORMANCE SCHEDULE AND FEE EnSafe will provide this support on a time and materials (hourly) basis in accordance with our 2017 Fee Schedule; our opinion of maximum probable cost is $3,500. This amount will not be exceeded without Hubbell’s prior written approval. EnSafe is prepared to begin work upon written approval to proceed (i.e., receipt of signed proposal/contract). This scope of service will be governed by the terms and conditions of the Master Service Agreement between EnSafe and Hubbell dated July 2014. The ability to access any university’s resources through Course Hero proved invaluable in my case. I was behind on Tulane coursework and actually used UCLA’s materials to help me move forward and get everything together on time.
