All elements on the periodic table strive to have an electron configuration like the nearest noble gas (without changing its atomic number or atomic mass). Oxygen, like all elements, would like to resemble the nearest 'noble gas'. Make the orbits (energy levels) of your Oxygen atom look like those of Neon (its nearest 'noble gas') while still keeping the nucleus of an 'Oxygen' atom.
