Eg: women joining the workforce in the 1960s, laws were passed to ensure the right to “equal pay for work of equal value”. Technology- with the BNA Act being passed the federal gov’t had jurisdiction over matters such as criminal law, national defence, and trade and commerce. Provinces had jurisdiction over hospitals, municipalities, and education. But the framers of the Act could not foresee later technological innovations like phones, airplanes, radio etc. New laws had to be passed over the years to make it clear which level of gov’t has jurisdiction over these new inventions. Emergencies- Parliament has passed laws in response to national emergencies. Sometimes meant to be be a temporary measure but were never repealed when the crisis passed. Eg. after canada entered WW1: the War measures Act which gave federal gov’t the power to restrict the civil liberties of Canadians. Invoked by PM Trudeau during October crisis in 1970. He was responding to a Quebec separatist group that kidnapped a british diplomat and kidnapped and murdered a quebec gov’t official. And after 9/11 parliament passed the anti-terrorism act and has proposed the public safety act which increased the investigative powers of police and security forces. Values- people used to tolerate certain forms of behaviour because it took time for the people to realize how serious the consequences of that behaviour could be. Eg. drunk driving. People showed their outrage causing Parliament to make changes in the Criminal Code that increased the penalties for drunk driving. Pg 22-Lobby group- a number of people trying to influence legislators on behalf of a particular cause or interest Pg 23-Royal commission- a board of inquiry appointed by the gov’t to investigate and report on a particular issue. Demonstration- when people in a democratic society feel as if their gov’t has failed to listen to them they can start a political demonstration. It is in our charter as the “freedom of peaceful assembly” Civil disobedience- a peaceful form of protest by which a person refuses to obey a particular law as a matter of conscience. Eg. Gandhi used this form of protest to to free india of british rule. MLK Jr used lunch counter sit ins, bus boycotts and protest marches to win basic political and legal rights for african americans.
