III. The Modern Presidency B. The Individual In the previous section we looked at the institutional tools of the presidency, the ones that every chief executive gets. Now we investigate the qualities that individuals might bring to the office. Every president gets the features of the office itself; the issue is whether or not he or she has the right personal characteristics. One of the ways we can tell that the individual matters is when we compare the presidency in two “models” or interpretations that have been advanced in recent years. For example there's something called the imperial presidency model . That approach, popular in the early 1970s, argued that the entire institution itself had become too powerful, that presidents and their staffs had become arrogant and willing to disregard the law. Two presidents exemplified this: Lyndon Johnson and Richard Nixon. Since one was a Democrat and the other a Republican it seemed to observers that the problem was with the office, not its occupants.
