I believe that the Cattaraugus County Rehabilitation Center has done an effective job of implementing a balanced scorecard approach in a fashion that reflects their organizational mission and vision. A balanced scorecard concept is not set up as a fit all type of reporting system or organizational measuring system that any organization can pick up and use. The firm must adjust each point to what its goals are. The organization must set the objectives, measures, targets, and initiatives to what they want the end result to be in order to gather quality data. The strategy that lays out the baseline scorecard must reflect the organization's actual yardstick of performance. If the organization uses the yardsticks that fucuse on the performance reviews that will give inaccurate information. The creation of the scorecard and the data it holds is the key to suce. The Cattaraugus County Rehabilitation Center has made every effort to ensure that this model works for their organization. The Cattaraugus County Rehabilitation Center encountered a great deal of pushback from the employees when the balanced scorecard approach was first introduced, because the employees thought that this concept was just another scheme to find a quick fix. Once there was obvious and notable improvement the employees started to gain confidence in the system, and the new Director of Strategic Management.
