Human beings have stepped into the information society and network era, the basic features of which are the electronization of information resource and the internetization of information transfer. As the most important information provider and user, the government should undoubtedly develop into the pioneer of information construction, or the government could not operate effectively since information could not be acquired timely and sufficiently; moreover, the social development may also be influenced due to the mistake or delay of decision making. The problems defined by the Council are listed as follows: standardization, data integration, data flow, process flow, vendor management and coordinated software upgrades.•In order to fill up with the gap, the council formulates new technological decision making based on the previous strategy through negotiating with various departments, which will be carried out in the future three years. The ICT plan will improve the technological environment of the Council, reduce the cost of administration operation and ensure the consistency between technical proposal and organizational objective, so as to provide broader products and service for residents and employees in this community.•In order to develop Gladstone Regional Council and ICT Strategic Plan, it is necessary to complete a necessary information collection process through specific procedures.
