c2Telemedicine can be a valuable tool for medical practitioners, but is currently underutilized. Through the use of smartphones, tablets and video cameras, practitioners can be remotely provide a diagnosis, monitor health, provide medical advice in any setting. Reimbursement for Medicaid covered services, including telemedicine applications, must satisfy federal requirements of efficiency, economy and quality of care (Medicare.gov, 2017).One limitation to this practice is the possible lack of security in keeping a patient’s information confidential. This technology can be beneficial to homebound patients or those lacking access to a medical facility, such as rural areas. Telemedicine can reduce travel and other costs associated with the delivery of care (Wager, 2017).Problem Statement:Investigation of telemedicine capabilities related to the management of ICU patients and emergency management of patients presenting with stroke symptoms.Canon Hospital is a 189-bed hospital in Rural Texas. Canon is 100 and 150 miles away from two major medical centers where they have been transferring over half of the ICU patients and most of the patients presenting with stroke symptoms. There is little follow up on these
c3patients as they generally are transferred to facilities outside of Canon’s scope. This is creating patient dissatisfaction and revenue loss for Canon and its rehabilitation facilities.Scope of the HIT solution to be acquired; business and technical functional elements of the scope.The project will provide access to individuals who have suffered a stroke or present at Canon with symptoms of a stroke. A central database serving the areas surrounding Canon Hospital. Software must also track the patient upon arrival in the ER to release to either home or a rehabilitation facility. Patients returning home can be monitored through a system set up in their home. Canon rehabilitation facilities can also use remote access to monitor the patient’s progress.By using a distributed database, a single application should be able to operate transparently on data that is spread across a variety of different databases and connected by a communication network (Bandakavaner, 2017).
