WEEK 4 2 Week 4: Return on Investment (ROI) Analysis in HIT Planning Project Charter Problem Statement Due to Bedford Hospital successfully completing the Centers for Medicare and Medicaid (CMS) critical access hospital (CAH) designation process, it has chosen to divest its relationship with a large academic health center. As part of divestiture agreement, the academic health center will allow Bedford Hospital to remain on an enterprise agreement for their electronic health record contract with Cerner Corporation for 24 months[Lau161]. This means that Bedford Hospital must determine what it will do for an electronic health record system once the 24-month period has expired. Scope The scope of the project will include hosting, licensing, developing, and designing an electronic health record (EHR) to meet the needs of all Bedford Hospital stakeholders and to help the organization maintain a CAH designation. Hosting of the EMR must include the capability to generate reports required by HIPAA and OIG. Reports for monitoring productivity and meeting meaningful use requirements must also be included in hosting[AOH]. All software and hardware needed for the EHR will be included in the scope of this project. The design of the EHR must be aesthetically and visually agreeable as well as a user-friendly environment. The new system must be compatible with all current and future medical classifications, procedure and diagnosis coding systems, and terminologies. The new system must be able to accept migrated data from the old system. The new system must also be able to meet all meaningful use requirements and have the capability to exchange information with the National Health
WEEK 4 3 Information[AOH] Network. The project will also include planning and completing a testing process to ensure that the EMR system is fully functional. From a clinical and administration aspect, the EMR must meet the organization’s requirements. Administration specifications that are included in the scope of this project are patient registration, admissions, and discharges. Clinical specifications included in the project scope are order entry, a clinical decision support mechanism, patient care note documentation, and electronic medication administration capabilities and documentation. Additionally, the system must offer laboratory, radiology, and pharmacy modules that work with current systems that are already in place[Lau161]. The EMR system should allow providers to access complete patient information both remotely and on-site, and it will enable providers to manage chronic diseases and complex cases more effectively. The EMR will enable the organization to monitor cost and quality of care that patients receive at Bedford Hospital[Wag].
