SHORT PAPER FIVE 2 Short Paper 5 – Facility Quality Improvement Council Being a new chair of a healthcare facility’s Quality Improvement Council often means convincing medical staff who have been in place for a number of years of the importance of new requirements. This may also be the case if the chief of staff does not understand the importance of physician quality review or how providers have an effect on Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) scores. When this is the case, the significance of quality review must be demonstrated using a variety of theories of change to create recommendations for the council. Significance of Quality Review The Physician Quality Reporting System is a reporting program where information on the quality of care is reported to Medicare using more than 200 quality measures (CMS, 2016). Even though reporting is not a requirement unless Medicare Part B patients are seen, in which case a failure to report results in future negative payment adjustments being applied to all Part B reimbursements, it gives the healthcare facility a chance to self-assess the quality of care being provided to patients (CMS, 2016). While self-assessing, the facility is able to determine which quality metrics are being met and with what frequency to determine where improvements can be made (CMS, 2016).
