A small group (a minority) of people who have superior power, wealth, information, or other characteristics that gives them decision making influence over others. The lesson is NOT that people are selfish rats. Even those who “GAVE” their points to the group were acting in their own self-interest i.e. Trying to get more points for themselves The lesson is that large groups face problems of collective action, EVEN when all members want the group outcome! Collective Action Problems Factors that make collective action more difficult 1) Type of goods Public versus private PUBLIC goods are things that you cannot keep other people from using once they are provided Examples of Public Goods National defense Clean air Public parks (instead of private parks) Public highways (instead of toll roads) Participatory democracy Public radio Etc. Collective Action Problems
