Pre-Negotiation Plan for Harborco – Negotiator for Other Ports Jaesha Owens October 23, 2017 Summary of Negotiation This impending negotiation involves six corresponding parties. Harborco is a consortium who is entranced in building a new deep-water port off the cost of Seaborne. Harborco is unable to proceed with any of their plans until they secure a license from the Federal Licensing Agency. In order to successfully obtain the license, the FLA has required them to obtain endorsement from four out of the five other parties who have similar interest in the predicament. The other five parties consist of: The Environmental League, The Local Labor Unions, Other Ports in the Region, Federal Department of Coastal Resources (DCR), and Governor Sherwood of Seaborne. All of these parties have an elevated curiosity in the possible construction proposed by Harborco. The Environmental League concerns consists of the expected damages from the ports development and has sought that Harborco select an industry mix of primarily clean industries. The labor unions are foreseeing that the development of the deep-water port will generate hundreds of new jobs in the surrounding area. They are requesting that Harborco reserve those job preferences to the local union workers so they would claim a large share of the new jobs. The DCR promotes the economic use of the surrounding coastal areas of Seaborne and has the ability to provide a loan needed to fund the development of the deep-water port over the next 20 years. Other ports in the region are concerned that if Harborco is approved for the license to build the new port, they will expect to suffer and lose a substantial amount of business. The last party involved in the negotiation is the Governor of Seaborne who is keen on promoting economic development, but is concerned about the needs for organized labor and wants to see unions share the prosperity of the port.
