2 Public administration differs markedly from private management in a number of ways. Public administration contains a drastically different decision making process as compared to private management. Additionally, human resources management is different in public administration than in private management. Accountability is also different in public administration than in private management. In the realm of public administration, the goal is service and efficiency of those services and the financial burden placed on taxpayers. In the realm of private management, the ultimate goal is financial profits, efficiency and customer service. Although the two overlap in some areas, public administrators are not concerned with profiting, rather they are financially concerned at maintaining a bottom line in a proposed budget. According to Milakovich and Gordon (2013), "...in the private sector, products or services are furnished to individuals based on their own needs or wants in exchange for a direct payment .... [I]n the public sector, however, the goal of the manager historically has been to operate programs or provide services on a collective basis, supported in the great majority of cases by tax revenues, not direct payments".
