All these problems created resentment Freedmen (about 4 million) Emancipation & meaning of freedom o To union lines o Slave owners forced – new thinking o Searches Freedman’s Bureau ~ March 1865 Food Clothing Medical care Johnson – The Tailor President ¤ Poor southerner worked his way up ¤ Democrat who remained loyal to Union ¤ Ran as Lincoln’s running-mate in 1864 ¤ At odds with both Republicans & Democrats during Reconstruction Presidential Reconstruction Lincoln’s 10% Plan (1863) : state would be readmitted when 10% of its voters of election of 1860 took an oath of future loyalty to US o Had to promise to follow emancipation o Created a new state of government Wade-Davis Bill (1864) : 50% of voting population take oath o Stronger safeguards for emancipation but was pocket-vetoed by Lincoln Differences between radical & moderate Republicans: o Uproot structure of south o Believed Johnson would support them Johnson’s plan for reconstruction closer to Lincoln’s o Disfranchised wealthy confeds. – had to ask him for a pardon o State conventions to ratify 13 th Amendment, repudiate confederate debt, and officially repeal secession Black Codes
