The Michael Minger Act is a Kentucky state law that requires public colleges and universities as well as Private institutions licensed by the Kentucky Council on Postsecondary Education (CPE) to report campus crimes to their employees, students and the public on a timely basis (Minger 1). It was brought up after Michael Minger (19), son of Gail Minger, had been killed in an arson fire at Murray State in September, 1998. An arson fire had occurred earlier in Michael’s residence hall but was kept secret to students and their parents. On July 14th, 2000 the law took into full effect with additional provisions concerning student housing fire safety on July 13th, 2004. An online public crime log is required by this act in which recorded events known to campus police and other campus officials are put on display available to access to the public along with special reports that involve an on-going threat to students and employees. Under this act, the state fire marshal is also granted access to to the property of any institution that is covered by the act in instances that require inspection, investigation, or any other necessary actions that will prevent fires and/or determine that start of previous fires.
