Michael Webb Professor Bocketti Western Civ 2 27 October 2017 RR 10/27 Constantin Pobyedonostsev, supreme procurator of the Holy Synod, was “the most influential advisor of Tsar Alexander III.” 1 Pobyedonostsev believes that Democracy is “the most burdensome system of government recorded in the history of humanity.” 2 He argues that the mass of common people are too stupid and ignorant to full comprehend and grasp subtleties of political science and Democracy as a whole. That in the current Democratic government, power from the people isn't practical, and that the value of public opinion wasn’t worth jeopardizing the whole state. He voiced that instead the people should give their power to their representatives which would stabilize the government which is in essence what he believed government was for: the maintenance of stability. The representatives would go to parliament and represent the opinions of the country, without being bound by definite instructions from the people. He
