Why are government programs seldom terminated? Provide at least three reasons in your response. Governmental programs are often enacted to provide an important service to the American public, at least this is what most people would like to believe. However, other factors often come into play here, and are part of the reason why once a program is enacted, it can be nearly impossible to terminate said program. Policy evaluation should always be an important part of any government program. Is this program cost effective? Is it actually meeting its purpose and goals? Evaluating programs may be a complicated issue, as bias may skew results. The very same people who created a program are going to be typically very inclined to see it succeed in order to truly validate their work (POLS410, N.D.). With this being said, a large reason why programs are seldom terminated is due to the costs involved, as well as the hassles of dealing with the beneficiaries and stakeholders of the programs. Most programs cost a fraction of tax payer money, yet it would cost much more to battle lobbyists and potential legal battles (POLS410, N.D.). Quite frankly, money talks! Politicians are unlikely to anger a top contributor into a future election campaign of theirs. Another reason why it may be difficult to terminate a program lays within the politicians themselves. The recent failed attempts to repeal and replace the ACA (Obamacare) are an example of this. Even with both the house and senate being
