Unformatted text preview:-He was worried that Britain may see the Confederacy as a country and wanted to keep away from that by stimulating anti-slavery public opinion. 3.He hoped to gain the abolishment of slavery, to stimulate the war effort, and to give hope to people who didn't have any. 4.It only freed slaves in the rebellious states, and it even excused those parts of the confederacy which were already under Union control. Unless the union won the war, the proclamation was useless. The larger historical significance of all this was that it led to freedom of slaves and that was the overall goal.
