Introduction Clipper Bay is a small peninsula with 5,000 people, with rich marine resources. The government intends to develop the land into a tourist destination. Tourism planning is a gradual process, appropriate planning can speed up the development of tourism. The development of the tourism industry must use four goals. The first is to increase the degree of tourists satisfaction. The second is to regulate the town's community. The third is to improve the town's economy and the fourth is to improve the business success rate. Hence, to gain benefits in the leisure travel, social, environmental and economic. Today, many towns rely on tourism as the driving force of the local economy. Tourism planning has gradually become important. The purpose of any planning is to create plans for a foreseeable future and thus implement these plans for Clipper Bay’s development. Before the development of tourism, Clipper Bay has its own culture and lifestyle. Villagers know the local culture well. During the development process, the villagers will provide suggestions and opinions. With the development of tourism, the local infrastructure will be improved. If the use of village land is for development, developers should consult with the locals. This is to avoid any possible demolishing of local historical sites or sacred places.
