1.) Sir Thomas Smith distinguished between the different forms of commonwealth on the basis of their form of ‘rule’. Discuss his conception of the English constitution in terms of who ruled, and how. In what ways can it be said that those who ruled in the 16 th century reflected the specific character of English society as it was developing? Sir Thomas Smith believed that the parliament was one of the highest and most absolute powers in England at the time. The parliament had the power to create and strike down laws as well as rights. Additionally, the parliament had the power to establish forms of religion and choose to place taxes on the commonwealth. The parliament represented and had the power of the whole realm of England. The Prince (a sovereign) to the lowest person in society was all represented by the parliament. The parliament however had to work under the approval of the Prince. The Prince is truly the head of all things done in England, as even the parliament falls under the Prince’s rule. The Prince made sure that every law being passed was just and that he himself would obey it. Due to this, the Prince had a great potential in shaping society during the 16 th century as everything fell back onto the Prince’s approval. The Prince also had the power to go to war or
