Topic B.1 - Module book – What is public administration Public administration – looking at the role of public servants – the appointed officials of government- they are the heart of public admin. 1 Public service (bureaucracy) – system of authority, people, offices, and methods that the government uses to achieve its objectives. Practice of public admin is carried out. Public policy – describes the decisions made by government to handle important issues. Public servants – provide advice, mgmt. resources, and provide services to citizens. - Advise senior politicians and administer government programs and services. 2 major areas of government activities: 1) Provision of services – delivery of social services, administration of government grants and loans, and the maintenance of roads and highways. 2) Enforcement of regulations – prevention of unsafe workplaces, the support of Canadian culture, the enforcement of fair housing, and employment regulations. Public administration versus private administration 4 - Private is more willing to except risk, public sins are not easily tolerated - Mission of public is public interest, private is profit - Public operates less efficiently- must satisfy several goals - HR system is more complicated in government (public) - Public is more likely to be criticized.
