Can prohibit some drug use if it causes harm or it causes a violation to specific duties to the public. II. Milton Freidman A. Winning the “drug war” is not worth “undermining… human freedom.” B. The US is an “armed camp.” III. Utilitarian Analysis A. “Cure that makes matters worse.” B. Prohibition analogy-- more instructive than Friedman realizes. a. made alcohol more appealing, etc. C. Treatment and rehabilitation offers more bang for the buck. D. Compassion and not punishment. (spirit of Mill) E. Backward looking is NOT utilitarian. Forward progression IS.
