1 Introduction This Inception Report (including a Detailed Work Plan) contains an analysis of the objectives of the Land Administration Enhancement Project (LAEP), the current implementation status of the GIS- and Administrative components of LAIS, and the deliverables specified in the LAEP Terms of Reference. This inception report checks the TOR for inconsistencies, resourcing bottlenecks and impracticalities by analysing the LAEP project objectives and the current LAIS system status, and by considering different alternatives for implementation at business process- and IT-architectural level.
