. . 1>ot .1 oJ · M iD· 1 L- fl I/ What is political culture I I Political culture as a concept in political science found its birth in the 1960~mainly due to the 7 initiative of American political scientists like Ulam, Beer and Almond. The concept is now being used frequently to compare the different political systems. The American initiation came mainly out of the political scientists' quest to know the political cultures of a vast majority of Afro- Asian and Latin American countries which were earlier ruled by the European colonial powers. Following the process of decolonization in the aftermath of World War 11, all such countries got independence one after another. It was now the turn of the United States of American, a newly emerged superpower, to know about the political cultures of these new countries in their bid to preach democracy all around the globe. It is quite dismaying to observe that while th_e colonial masters were all democratic countri~s, their colonies did not flourish as
