KEY SETS Backbencher: MP that aren’t govt ministers or shadow spokespeople. Frontbencher: Speaker and govt ministers. Common Law: Evolves and is based on preceding rulings. Statutory Law: Has written law as basis. First past the post-winner takes all-plurality/proportional representation/alternative voting: FPTP/WTA: Vote for candidate… election for each seat; candidate with the most votes wins each seat; President elected independently of legislature; double ballot/runoff option between top two candidates. Plurality: System where candidate/party wins by having the most votes. Doesn’t need to be >50%. Proportional representation: Vote for party… one national election, parties awarded seats based upon % of vote., threshold filters out small parties. Alternative voting: Second set of voting to determine clear winner. Head of Government: The Prime Minister. “Efficient” part of British constitution Head of State: Monarch. “Dignified” part of British constitution. Hung Parliament/Coalition Govt: Nickname for when there is no majority party in the House of Commons/When two or more parties form an alliance to have majority in national legislature. Permanent Secretary/Minister: The highest level civil servant. Minister: MP’s and members of House of Lords in govt. Appointed by Prime Minister and oversee a part of govt. Privatization/nationalization-socialism: Transferring ownership from public to private sector/Private organization becomes government run. Safe seat: Seats for members of majority party. Guaranteed seats for frontbenchers and PM. Unsafe seat: Seats for members that are not expected to win. Trial run. Wets/Dries: Wets are Conservative critics of Thatcher and Thatcherites. Dries are supporters of Thatcher. Cabinet/shadow cabinet-opposition: Cabinet is composed of senior MP’s chosen by PM to lead policy areas like Health and Defense. Shadow cabinet is composed of
