Republic of the Philippines Civil Service Commission DISTANCE LEARNING PROGRAM REVIEWER Iloilo City A. COURSE MAP This orientation course on RA 6713 aims to provide you with basic knowledge of norms of conduct and other pertinent provisions of RA 6713. Short case studies are included as part of the learning content to emphasize and enliven some ethical issues or dilemmas. Do not hesitate to analyze the cases on hand. B. GENERAL OBJECTIVES The primary purposes of the course are: 1. To familiarize you with the norms of conduct for public servants; 2. To provide you with ethical reasoning tools; 3. To give you an opportunity to clarify your own operative values under the Code, and; 4. To explain other pertinent provisions of the Code C. COURSE CONTENT/OUTLINE Lesson I – The Norms of Conduct This lesson deals with the eight (8) norms of conduct. After reading the module, you are expected to be able to identify and internalize the eight norms of conduct for government officials and employees. Also, this module will give you an opportunity to clarify your own operative values in relation to the Code and how you can apply these in your workplace. ....................................................................................................................................................................... NORMS OF CONDUCT 1. Commitment to Public Interest I can show my commitment to public interest by always bearing in mind that I should not take advantage of my position in government to further my personal desires. Considering that certain office properties (like a table with drawers and a swivel chair) were entrusted to me on the duration of my stay as an employee, I take good care of these things as if they are my personal possessions. Every time I enter our office, I would get a tissue to wipe my desk to ensure it’s free from dust. I also make good use of my drawers when it comes to filing the documents under my custody and even if my chair is already old, I still manage to maintain its cleanliness every day. I would also tend to put things to order in our office. For me, a clean office makes visitors more comfortable. Seemingly introvert as I am, I still manage to greet visitors with a smile. I want to give them the impression that our office is welcoming to visitors and it’s just the right thing to do when you work in the service sector. However, there are times when I ain’t doing anything in the office when I’ve already accomplished what my supervisor asked me to do. Admittedly, when I had no task to work on, there were occasions when I used these periods for my other jobs like editing articles for a school publication and research consultancy. After reading the content of this lesson, I acknowledge my errors and I will correct them. Next time, though I have nothing left to do, I will find ways to spend my time for public service and refrain from using the service hours for my personal activities. I will change my mindset – that though I’m just an ordinary job order personnel with only a few assignments, I can do so much more to help my co-employees and the office in general to be of service to the people. I acknowledge that if I change the way I look at things, the things I look at change.
