The chief decision-makers, who can administrate many things effectively, are the empires such as Gligamesh, Sargon, Hammurabi and so on. Taking Sargon as an example firstly, he organized a coup to against the king so that the Akkadians and Babylonians would not overshadow Sumerians and his armies became lager and more professional after he controlled more cities. However, there were still some weaknesses in his administration which cause his empire finally collapsed. For example, he took his armies traveling from city to city which cause his soldiers burn the candle at both end. So, they need more food and financial aid. Compared to Sargon, Hammurabi is a capable administrator whose rules fixed this kind of problem. He and his successor stationed deputies in the territories they controlled rather than traveling a lot. In addition, instead of confiscating supplies and other wealth Hammurabi and later rulers instituted regular taxes which is a less ruinous and fair way to collected money.
