A whistleblower told the Internal Revenue service that Enron was using a tax shelter of false income; the whistle blower got paid millions of dollars which was his reward however that law has been changed. The IRS didn't follow up on the tip until many years later causing them to recover very little money. The accounting firm was a well established firm that no one would suspect them of wrong doing caused the executives to get away with fraud for quite a while.. They even created an energy crisis causing the state of California to find them in a big law suit.
