Unemployment benefit: Distinction between unemployment benefits (UB) and social assistance (SA) 1 The Vietnam’s social security system currently has three main parts as social and health insurance, the social assistance and the preferential benefits. It is true that these branches are Vietnam’s critical social policies. They are not only closely related but also complementary to the others. Their functions contribute to stabilizing the lives of all members social contribution and thereby providing to stability and social security in a broad sense. Of all three branches, both UB and SA together aim to not only create a safety network for all members of society who have hardships but also promote the capacity and conditions of working. However, it should be noted that they are designed to have different functions. In this topic, the author focuses on the distinction between unemployment and social assistance by analyzing the definition and characteristic of the two schemes. First, social assistance, in general, is benefits that can be in cash or in- kind financed by the government (from general taxes, not contributory) to guarantee the minimum living standards for the citizen 2 . Those benefits are typically provided on the ground of a means test or certain income levels. In particular, Vietnamese law implied it as the measures that the government and the community take to help the disadvantaged people who cannot overcome by themselves which the aim to improve the social security system. Meanwhile, unemployment benefit, in general, is the sharing of risks among the participants by their contributions. In other words, it requires all the participants to contribute to the general fund.
