FIGHTING INTERNET CRIMES 2 Fighting Cyber-Crimes; Overcoming Jurisdictional and Inadequate Expertise Challenges The primary role of law enforcement agencies is to ensure maintenance of law and order. The law enforcement system discovers, deters, reforms, or punishes the individuals who act in violation of the regulations and code of conduct that directs the behavior in society. Police officers or any other agents patrol or survey the community as deterrence mechanism or a way of discovering crime activities. The officers also conduct investigations on crimes committed and oversee the apprehension of the law breakers. The law enforcement system also exists to discourage the commission of non-crime violations of the law in which offenders receive minor punishments. With changes in rules and regulations, cultures, globalization, and technological advancements, the roles of law-enforcement-agencies need to change to cope with the dynamism of technology and culture. Technological changes have brought new challenges to the system requiring advanced training and specialization to deal with the new breed of crimes and smart criminals who are engaging in cyber-crimes (Wall and Williams, 2013). Technological innovations and advancements coupled with increased use of the internet for business transaction and communication have brought endless benefits to the humanity all over the world (the world has become a global village). However, the changes have also seen an unprecedented rise in the number of criminal activities being committed via online platforms. It
