HIST 128 (NELSON) - RECONSTRUCTION 1. During war, Lincoln began to put plans into effect o 10% plan - if 10 percent of voters took oath of loyalty, the state could then be restored to the Union (1863) o Lincoln actually supported recolonization (send African Americans back to Africa) 2. Radical Republicans advocated equal rights to former slaves, and did not approve of 10% plan 3. Wade Davis bill - majority of white men took an oath of allegiance; state government could be formed by no one who had been part of the Confederate Army o Lincoln pocket vetoed the bill, which angered the Radical Republicans 4. Andrew Johnson -harsh, not a very nice person, born in Raleigh o Didn't want to negotiate with Congress o There were a lot of people who didn't like him, and he was later impeached o Hated the wealthy old South, and was a champion of the common, small man o Launched a reconstruction plan giving amnesty to anyone who took an oath except upper class South and Confederate officers o 13th amendment (ratified in 1865) by 27 states - abolished slavery o Viewed Reconstruction - states could be readmitted if they apologized for
