Congress replaced theAid for Dependent Children program with the Temporary Assistance for needy families (TANF)through a block grant under the Personal Responsibility and Work Opportunity Reconciliation Act of1996. The purpose of TANF was to provide assistance to needy families to allow children to be caredfor in their own homes, end the dependence on government benefits by promoting work, prevent orreduce out-of-wedlock pregnancies, and encourage two-parent families (Hamilton, 2016, p.142).According to Policy Basics: An Introduction to TANF (2017), The block grant is provided to thestates from the federal government and stipulates that the states must spend some of their own fundson these programs.
