Another change that is necessary in order to have quality universal health care is comparative effective research (CER). Comparative effective research is a research that evaluates the effectiveness of health care interventions to determine what will be best for a patient. On February 19, 2009 President Obama signed the American Recovery and Reinvestment Act into law. It has been reported that of the $787 billion given to healthcare 150$ billion was given healthcare. Another controversial reproach on the medical spending was the $1.1 billion given to comparative effectiveness research. Investing in comparative effective research could improve the value of healthcare in the long run. Concato, Peduzzi, Huang, O’Leary & Kupersmith (2010) stated that “Comparative effectiveness research is not a single entity; it can focus on patient-level or system-level elements of care, involving medications or procedures, with or without considering costs” (p. 764).
