Unformatted text preview: IR 10 first 4 o’clock outline traPOWER & SYSTEMS IN TRANSFORMATION • power =ability of one country to get another to do something • force =military power • system =power distribution • system 1- European Balance of Power o up until 1914 o Europe carved up globe into empires and spheres of influence o stable deny self rule=deny war balance of power =alliances etc. accepted so no one wants to go into war; realism leads to this thinking because they stress power and national interest o 2 major periods Westphalian system • 1648 Peace of Westphalia ends 30 years war o war in G; catholics vs. protestants • establishes sovereignty Metternichian system • post F Revolution 1789 and Napoleonic wars 1814 • conservative restoration of BOP • hierarchy of power =after war, peace is preserved because states know where they stand on the ladder of relative power o opponent of balance of power, say bop never actually stable unstable Bismarckian system 1870-1914 • unifies G 1871, wanted unified G to live in harmony with rest of Europe • G nationalism unleashed, new Kaiser nationalistic&imperialistic o arms race, empire building, alliance with Austria • leads to WWI: F, R alarmed and ally selves o only works w/o nationalism and monarchs having ambition o exceptions to system: F & I war (1750s), Crimean War (1850s) • system 2- Unstable Interwar Period 1 IR 10 first 4 o’clock outline o 1914-1945 o WWI 4 empires collapse: G, Austro-Hungarian, R, T ends with Versailles Treaty but BF too weak to enforce drains international economy leads to WWII b/c all dissatisfied : G & A losers join I & J winners, • R (loser) tries to stay out • BF stay out b/c too weak, put faith in League of Nations • US stays out b/c isolationatism finally fight when its too late o WWII leads to bipolar situation Euro empires weak and give independence to colonies Stalin’s SU red army wants to turn power vacuum of Euro into communist belt after it destroys itself Japan creates power vacuum in Asia communists take over (North K, North V) Roosevelt wants postwar cooperation • system 3: Bipolar Cold War o 1947 o SU expansion vs US postwar cooperation o zero sum game when 1 wins, the other loses o nuclear weapons, so conflict is distant o unstable system expensive arms races don’t protect the superpowers or extend their power 3 rd world nationalism was fought by both superpowers camps of followers split pacific rim’s economic growth while superpowers waste money soviet union economic collapse (us wins by default)...
