Public Opinion LO-11 Public opinion defined : opinion that relates to and is concerned with governmental and public issues. Opinion on such issues becomes public when it is expressed beyond the confines of family. Five Characteristics help explain the impact of P.O. Salience: how much it juts out, is highlighted. A Salient issue focuses the attention of one or more groups, causing it/them to express an opinion(s) to govt on the issue Stability and Fluidity P.O. on some issues remains relatively constant on others it can change quickly Intensity: How intensely a group or groups feel about an issue frequently will affect how govt reacts Latency: dormant but with potential to emerge. An issue may not be much in the public eye until an event or action serves as catalyst. Distribution: Opinions held widely among diverse sectors of society are likely to have greater impact on govt than opinions held rather narrowly. Should the Opinion of the Public Matter?
