In the United States judicial system, individuals are sometimes found Not Guilty by Reason of Insanity (NGRI). This leaves policy makers with an ethical and legal dilemma of balancing community services for released NGRI patients and protecting the community from future offenses. Thus, a significant amount of tension exists between policy makers and constitutes since many NGRI patients have histories of violent acts.
