Included in this charter are the project description, purpose, requirements, assumptions, constraints, identified dependencies and risks, deliverables, milestones. This charter also includes the details for the project team including roles and responsibilities, project budget and stakeholder information/analysis.This charter will be used as the foundation for the master project plan, which will include the project scope, activity schedule, cost estimates, projected budget, identified resources, communication plan, quality control/risk standards, product procurement plan, control of the project. Project Description:The Common Information Management Systems (CIMS) project had begun in 1997, as a joint effort between WRPS and seven other police organizations. consisting of RIDE, Durham Regional Police Service, Peel Regional Police Service, Halton Regional Police Service, Hamilton Police Service, York Regional Police Service and Niagara Regional Police Service.In August 1999, WRPS contracted with Integrated Technology Group (ITG) to develop and install Computer Aided Dispatch (CAD) and the Records Management System (RMS). While significant progress has been made, due to regulatory requirements that have added significant complexity to the project

which must be completed by December 31, 2005, the project sponsor and team no longer feel that the ITG can meet the regulatory needs and timelines the project now requires. This phase of the project and the information contained within this charter is for the software upgrade and installation only. Upon completion, the Common Information Management Systems (CIMS) will have a fully integrated and compliant Computer Aided Dispatch (CAD) and the Records Management System (RMS). Websites that meet/exceed inclusion and disability requirements. Training materials will be developed and delivered to each of the impacted departments.To meet these goals, the project manager and project team will use project management principles and methodologies to ensure project success which will be planned appropriately, executed in a timely manner, monitored, controlled and measured against the project goals and objectives. The details for this is contained in the below charter and supporting management plan report. Project Purpose:The purpose of the project is to select, contract, and onboard a new software vendor who can upgrade/replace the existing software with new software that meets the project requirement including the regulatory specific requirements and standards.
