Leader of the House is the Speaker of the House. Based on state population.3)Section 3- Defines the Senate (upper house)- requirements and terms. Introduces Vice President, who breaks tie votes.4)Section 4- Each state may have its’ own method for electing members of Congress. Must meet at least once a year.5)Section 5- Congress’ rules, requirements, and penalties of meetings.6)Section 6- Congress members are paid and cannot be a part of other office in gov’t.7)Section 7- The process of how a bill becomes law and vetoing it. 8)Section 8- Specific powers of Congress and introduces Elastic Clause. Ability to establish post offices, create courts, etc.
