Jeremy Indelicato U11 203 31 Critical & Researched Writing June 1, 2018 Rhetorical Act President Barak Obama, in his speech to the Catholic Health Association Conference, uses the rhetorical strategy of comparing and contrasting the ideas of the Act’s opponents with what has actually occurred to effectively show the social and economic benefits of Affordable Care Act. This speech was given at the Washington Marriott Wardman Park in Washington, D.C. on June 9, 2015 at the closing of the Health Association’s three day conference. The audience consisted of over 1,000 senior members of the Association, along with members of Congress and the Department of Health and Human Services (Taylor). This conference was on the centennial anniversary of the founding of the Health Association and was themed toward developing healthcare for the next 100 years. The Catholic Health Association of the United States is a section of the Roman Catholic Church that represents over 600 hospitals and over 1400 other healthcare facilities across the United States and is the largest not for profit group of healthcare providers in the nation. According to the Associations website, the group was formed because of the growing movement to standardize healthcare across several healthcare entities including several Catholic Hospitals that began around the beginning of the last century (“About”). The Association provides health care to the underprivileged, provides community outreach, and other services based on Catholic ideology. The overall tone of the speech is upbeat and optimistic. The president thanks the Association several times for the hard work put into getting the Affordable Care Act passed into law and for its continuing support. Jeremy Indelicato U11 203 31 Critical & Researched Writing June 1, 2018 Carol Keehan for her “commitment to serving, her steadiness, her strength, and her steadfast voice” (Obama, 1). This could be due to Sister Keehan and the Health Association’s breaking with the United States Conference of Catholic Bishops and coming out in support of the Affordable Care Act (U.S. Bishops). The Conference of Catholic Bishops are opposed to the Act because they have stated the Act creates a loophole that would allow the federal government to expand its funding and facilitating of abortions (Hackett).
