THE SECRETARY OF STATE WASHINGTON March 8, 1980 MEMORANDUM FOR: PRESIDENT JIMMY CARTER FROM: CYRUS VANCE SECRETARY OF STATE SUBJECT: Update on the current Iran Hostage Crisis 1. Iran – Today the Iranian situation has become a highly complicated one. At the end of the day the Revolutionary Council issued a statement saying that the rebels had two choices: a) to hand over the hostages to the Foreign Ministry, or b) permit the Commission to meet the hostages in their compound. Later in the evening, the militants issued a statement, which sounded as if they were heading to the conclusion that they would not turn over the hostages. They concluded, however, with the following paragraph: “As long as we do not consider the issue of a meeting between the investigation commission and the hostages as a revolutionary step nor within the Imam’s trend and
