Social Policy Decisions PaperWhy MADD was created?The Mothers Against Drunk Driving started back in 1980, to bring awareness through education, prevention, and improved highway safety for the fellow people throughout the United States and other countries. The year that this was started, there was an estimate of 27,000 alcohol-related traffic fatalities. The CDC reports, “In 2015, 10,265 people died in alcohol-impaired driving crashes, accounting for nearly one-third (29%) of all traffic-related deaths in theUnited States.”[Imp17]. Over the years, this organization has reduced the amount of alcohol-related traffic deaths due to the increase of educational programs brought to the public. Other programs involved with this organizations are victim assistance, legislative activism, with the cooperation of the federal, state and local law enforcements agencies[Bro95]. The problem that led up to the creation of MADD.The problem that led up to this organization being created, was because one lady named Candace Lightner experienced a horrific tragedy. In 1980, a 13-year-old girl named Cari Lightnerthe daughter of Candace Lightner, was walking to a church carnival as she was struck by a vehicle that swerved out of control. This resulted in the death of Cari Lightner. The person operating this vehicle was found to be intoxicated. As the police arrested the man who hit Cari, they found that he had prior arrests for intoxication. Just days earlier, this man was released out on bail after being arrested for another hit-and-run accident while intoxicated. Candace Lightner was informed by police officials, of the possible light punishment that this man would receive. Candace Lightner at this time became very angry and began to take action; to see that there was justice for her daughter’s death. This was the beginning of MADD [His09].How the problem was identified as a social problem.
