1.Which group or class has the greatest potential bringing about change in China today? (i.e. private entrepreneurs, farmers, migrant workers) Change should be defined as larger political changes or social changes attached to a political agenda.Modernization theory – growing middle class and development mean more people have a stake in the system and that entrepreneurs will put internal pressure for democratization.Entrepreneurs 2001 Jiang Zemin – they were let into the party – Gries chapter 1-They control the industries that have been privatized. In addition, because the PRC has based its legitimacy on economic development and growth. -Shanghai and Shenzhen Stock Exchanges, the PRC allowed for Shanghai to voice its opinions butstill allowed for Shenzhen to open its stock exchange. -GONGOs – some are run as businesses – close to the halls of power – Elizabeth EconomyLiang Congjie - he was able to mobilize environmental protection because he had connections-Kennedy– Business Lobbying through guanxi– they are more likely to have these personal connections and get change.Migrant workersMigrant workers don’t engage in politics and try to move on with life. In addition, they are only on the fringes of society. Migrants would not rely on internet and media – they are not worried about politics. Household registration system, even though it was fully opened in 2003, still serves as a divide because migrants do need temporary cards and the state still effectively controls them. Ex: 2008 Olympics, migrant workers were swept away from the streets of BeijingGallagher – labor legal aid – they have outlets of expressing dissent – allows some ventilation.Ching Kwan Lee – Is Labor a Political Force in China – smaller social changes like bread and butter not larger political ones.FarmersState is good at neutralizing high profile issues that later get dispersed.Ex: Sun Zhigang, agricultural tax – 2005 under Hu JintaoCentral government always allies against the local government. Ex: petition system not effectiveGries chapter 6– China views itself as more unequal, but this is mainly from urbanites who lost SOE jobs and not farmers. Farmers, although on the lowest rungs of society, are happy and more accepting of life.Since decollectization, farmers are happy about the ability to have individual plots of land and their own land is significantly better (household responsibility system).
