He investigated the state of municipal government in the U.S. d. Steffens did more than expose, he added incentive for St. Louis District Attorney Joseph W. Folk to prosecute dozens of city officials. e. Published a book titled, The Shame of the Cities, that helped usher in the city- manager form of government. 2.
