The broken window theory emphasis the idea that if you remove the smaller less severe crimes from any given area. That people in contrast will be less likely to commit the bigger more severe crimes. These smaller crimes may not even be crimes at all, such as panhandling, loitering, or even open protesting openly without proper permitting. One could argue that these small, what seem like insignificant crimes or infractions are gate way crimes to the harsher and violent acts committed by actual criminals.
