DC Extreme Wood & Russell Debate Enterprises I’d like to start by giving a brief history about our Great Nation. Most Information on this timeline is taken from “ A history of Democracy Denied,” from Get the vote.org published on the World Wide Web. 1776 - The United States of America, Declares their Independence from the oppressive and Tyrannical rule of Britain under King George and the unjust treatment of their Taxation without Representation . 1801 - Through the Organic Act of 1801 Congress votes to take complete control of the District of Columbia. The right to representation is stripped from the people living in the nations capital. 1871 - The position of a nonvoting delegate is created when congress establishes the territorial government for the District of Columbia. 1961 - The 23 rd amendment to the constitution is ratified, giving DC residents the right to vote in US presidential elections for the first time ever. 2002 - Delegate Eleanor Home Norton and Senator Joseph Lieberman introduced the “No Taxation without Representation Act of 2002.” This piece of legislation gave DC residents the same voting representation as if it was a state. This bill died in the 107 th congress. In review of this timeline, my partner and I believe that the United States Federal Government has been playing its part poorly with regard to the US Citizens living in Washington DC. That is why my partner and I stand I. Resolved that the United States Federal Government should significantly change its policy towards one or more of its protectorates. In debate, words and what they mean are very important. We as the Affirmative team have the burden of defining the pivotal words of the resolution. A.
